The Africa Centre for Entrepreneurship and Youth Empowerment (ACEYE) has released a new edition of its “ACEYE Policy Review Series.” This publication is part of ACEYE’s ongoing effort to provide critical, evidence-based insights into national policy proposals and their potential impact on economic development.
This edition focuses on Chapter 1 of the National Democratic Congress (NDC)’s 2024 manifesto, titled “Revitalizing the Tax Revenue Mobilization of Ghana: An Approach for Economic Development.” It critically examines Policy 1.1.1: Scaling Up Revenue Mobilization, with emphasis on Policy 1.1.1.1: Broadening the Tax Base.
The article highlights the vital role taxation plays in strengthening national finances and evaluates the feasibility and practicality of the NDC’s proposals. While the proposed strategies are ambitious, the review identifies gaps that could hinder effective implementation, particularly in administrative capacity, technological infrastructure, and public engagement.
Key areas explored in this review include:
- The economic rationale for expanding the tax base and modernizing revenue collection.
- The use of technology and incentives to improve voluntary tax compliance.
Strategies for improving tax administration and regulatory efficiency. - Opportunities for increasing revenue from Ghana’s extractive sector and enhancing local development.
- Strengthening public financial management and institutional transparency.
- Leveraging partnerships such as the Islamic Development Bank for development financing.
This policy review underscores the importance of fiscal reforms for national development and calls for a balanced approach that promotes compliance, accountability, and inclusive growth.
