The Africa Centre for Entrepreneurship and Youth Empowerment (ACEYE) has launched a new initiative called the “ACEYE Policy Review Series.” This series offers detailed and impartial evaluations of policy proposals put forward by the government. Through comprehensive economic, social, and political analysis, the reviews assess the strengths and weaknesses of each policy, identifies potential challenges, and suggests actionable recommendations to improve execution and maximize impact.

The first edition of the policy review series focuses on Chapter 2 of the National Democratic Congress (NDC) 2024 Manifesto, under the banner “Jobs for All,” with specific emphasis on the proposed 24-Hour Economy Policy. Titled “24-Hour Economy Policy (same job, three shifts, three people), this review explores a bold and transformative economic proposition by the NDC to address Ghana’s record-high unemployment especially among youth, and to boost national productivity.

The review analyzes the following core areas:

  • The central pillars of the 24-Hour Economy Policy
  • Key sectors targeted for implementation
  • Support mechanisms and incentives for businesses
  • Feasibility, strengths, and anticipated challenges
  • Strategic recommendations to enhance implementation

This article contributes to the national conversation around inclusive and sustainable job creation. ACEYE believes that policy reviews such as this one are essential for ensuring accountability, fostering evidence-based dialogue, and supporting Ghana’s broader development goals.
